Florida KIDS COUNT Publications (2014)
Florida KIDS COUNT (FKC) is part of a nationwide KIDS COUNT Network, a project of the Annie E. Casey Foundation. The KIDS COUNT Network is a national and state-by-state effort to track the status of children in the U.S. by providing policymakers and citizens with benchmarks of child well-being. FKC produces a variety of publications to inform Floridians and their policy makers about the quality of life for Florida's children, and to build leadership and accountability for action on behalf of our children.
Running Away from Foster Care: What Do We Know and What Do We Do? (2014)
Running away is a serious problem behavior that occurs frequently among youth in the foster care system. Given the severity of the problem, it is important to understand the phenomenon and seek solutions. The purpose of this paper is to examine the literature to determine what is known about youth running away from foster care placements and to identify strategies that have been implemented to reduce the magnitude of the problem.
Development and Initial Findings of an Implementation Process Measure for Child Welfare System Change (2014)
This article describes a new measure designed to examine the process of implementation of child welfare systems change. The measure was developed to document the status of the interventions and strategies that are being implemented and the drivers that are being installed to achieve sustainable changes in systems.

The goals of this study were to explore characteristics and profiles of children who received out-of-home care services and to examine the relationship between their profiles and permanency outcomes.

Strengthening Public-Private Partnerships in State Child Welfare Systems: Results of a Multi-State Strategic Planning Process (2013)
Dramatic growth in health and human service contracting over the past two decades has increased the need for managerial competency in the development and sustainment of effective cross-sector partnerships. Although the quality of relations between partnering agencies can affect client outcomes, few macro-level interventions for strengthening cross-sector partnerships have been described or tested in the literature. This article describes a facilitated, strategic planning process implemented in five different states and presents pre-post test results of its effect on different factors known to affect partnership success. Implications for child welfare administrative practice and research are discussed.
Recent Changes in the Child Welfare System: One State’s Experience (2013)
Nationwide over the past 5 years there has been a substantial reduction in the number of children involved with the child welfare system entering out-of-home care as well as a reduction in the lengths of stay among those who do enter the system. This article compares national data on children entering out-of-home care and the length of stay with data from Florida over a 7-year period (2005–2011). Findings are shared on the strategies and services that stakeholders in one state reported as contributing to preventing out-of-home placements and reducing lengths of stay in residential settings. Federal policies such as IV-E Waivers that support this reduction also are discussed. The article concludes with policy and research recommendations regarding how to sustain this reduction while ensuring that child safety and well-being are preserved.
Relationships Between Stressors and Parenting Attitudes in a Child Welfare Parenting Program (2013)
This study sought to explore the family stressors in parents involved in the child welfare system who have been referred to an intensive therapeutic parenting program, and the relationship of those stressors to change in parenting attitudes.

Dr. Tina Dillahunt-Aspillaga Serves as Co-editor on a Special Supplement of the Archives of Physical Medicine and Rehabilitation

The issue, to be released in February 2018, consists of articles that represent current thinking about community reintegration (CR) and lays the groundwork for testing interventions to improve CR outcomes for veterans and service members.
